The EMS Regulatory Board is the state agency that licenses ambulance services in Minnesota. Each ambulance service is licensed to provide a certain level of care (basic life support, advanced life support or a combination). The level of care is largely dependent on the training level of the personnel. Each ambulance service is licensed to provide care in an assigned primary service area (PSA) which has defined geographic boundaries.
